PHOENIX—As the temperature hovered around 113 degrees Fahrenheit here on a recent Tuesday, Yvonne Pastor and a team of volunteers handed out water, Popsicles and information about nearby cooling centers to homeless people and anyone else in need of cooling off.
Phoenix is on the leading edge of an issue
